Payment API Security India: Merchant Protection Guide

CERT-In ki critical warning ke baad Indian merchants ke liye payment APIs, keys, webhooks, MFA, alerts aur incident response ka practical guide.

Introduction

Payment gateway secure dikhna aur complete payment workflow secure hona same baat nahi hai. Checkout page, server, API key, webhook, admin account, partner-bank connection, refund process aur payout controls ek connected chain banate hain. Attackers ko poora system break karna zaroori nahi—ek exposed credential, dormant API ya over-permissive endpoint enough ho sakta hai.

CERT-In ne 9 October 2026 ko critical advisory issue karke warn kiya ki threat actors NBFCs, digital lenders, fintech entities, payment service providers aur wallet operators ke payment aur disbursement APIs exploit kar rahe hain. Reuters ne 30 October ko report kiya ki RBI banks se existing cybersecurity directives ki compliance proof, API-vulnerability assessments aur AI-related threat preparedness maang raha hai. Indian merchants ke liye yeh direct new merchant regulation nahi, lekin strong operational warning zaroor hai.

CERT-In advisory mein kya confirm hua?

CERT-In Advisory CIAD-2026-0046 ke mutabik observed campaigns internet-facing applications, exposed APIs aur privileged endpoints compromise karte hain. Attackers payment aggregator/gateway aur partner-bank API credentials steal karke disbursal ya fund-transfer APIs directly invoke kar sakte hain.

Advisory ne especially dangerous pattern identify kiya: malicious requests victim organisation ki own whitelisted infrastructure se execute ho sakti hain, jisse normal network trust controls bypass ho jaate hain. Application-level safeguards—loan creation, KYC, sanction, beneficiary verification, balance check ya transaction limits—API layer par properly revalidated na hon to bypass possible hai.

Attack chain ko simple language mein samjhein

1. Initial entry

Unpatched application, middleware flaw, weak admin access, exposed upload function ya compromised code repository se entry milti hai.

2. Credential discovery

Long-lived API tokens source code, configuration files, databases, CI/CD variables ya application runtime se steal kiye jaate hain.

3. Reconnaissance

Attackers payment database, endpoints, partner integrations, beneficiaries aur transfer flows map karte hain.

4. Direct API abuse

User-interface workflow ko ignore karke privileged API directly call ki jaati hai. Dummy references, excessive transaction values ya attacker-controlled mule accounts use ho sakte hain.

5. Persistence and repeat attempts

Web shells, backdoors ya additional credentials ke through access retain kiya ja sakta hai. Partial remediation ke baad repeat attack possible hai.

AI angle ko overstate na karein

CERT-In ne possible AI-assisted offensive tooling aur attack interval compression note kiya. Lekin root weaknesses conventional hain: exposed credentials, dormant APIs, weak authentication, unpatched middleware aur excessive privileges. “AI attack” label basic security hygiene ki failure ko hide nahi karna chahiye.

Machine-speed exploitation ka matlab detection bhi machine-speed honi chahiye. Daily manual log review alone enough nahi hoga; per-second anomaly, unusual beneficiary creation, enumeration bursts, bulk reads aur transfer-limit violations par automated alerts chahiye.

Reuters report: kya confirmed hai aur kya allegation?

Reuters ki 30 October report ke mutabik RBI recent meetings mein banks se API weaknesses examine karne, existing directives implement karne aur AI-related cyber risk preparedness explain karne ko keh raha tha. RBI ne report ke liye immediate public comment nahi diya.

Report ne police complaint ke basis par do Mumbai-based non-bank lenders se approximately $2 million ke 700-plus unauthorised transfers ka case describe kiya, allegedly 8–9 October ko. Police complaint ne loan-disbursement API compromise allege kiya. Investigation ongoing hone ke karan specific root cause, liability aur final loss ko settled fact nahi maana jana chahiye.

Indian merchants par iska kya impact hai?

Most merchants bank-grade disbursement API operate nahi karte. Phir bhi e-commerce sites, subscription businesses, consultants, agencies, education providers aur SaaS companies payment gateways ke through sensitive workflows run karte hain:

  • payment links and hosted pages;
  • checkout/order APIs;
  • webhooks confirming successful payment;
  • refunds and partial refunds;
  • subscription mandates;
  • settlement and payout dashboards;
  • CRM, accounting and email integrations;
  • admin and developer access.

Merchant risk usually bank account takeover se pehle data manipulation, fake success events, refund abuse, invoice mismatch, account compromise ya unauthorised configuration change ke form mein appear ho sakta hai.

Payment links aur hosted pages ki boundary

Hosted payment page merchant server par card data exposure reduce kar sakta hai, lekin merchant account governance solve nahi karta. Agar dashboard login compromised hai, API key leaked hai, webhook verification missing hai ya refund permission broad hai, hosted page hone ke baad bhi loss possible hai.

Similarly, suspicious payment attempts ka matlab website definitely hacked hai—yeh conclusion automatic nahi. Attackers public payment link test kar sakte hain. Investigation mein website logs, gateway dashboard, API access, webhook records aur bank settlement data ko together examine karna chahiye.

Practical security controls

API inventory

Production, test, deprecated aur dormant endpoints ki complete list rakhein. Owner, purpose, authentication method, environment, vendor aur last-used date record karein. Unused API disable karein—sirf documentation se remove karna enough nahi.

Short-lived and scoped credentials

Long-lived static keys minimise karein. Separate production/test credentials, least privilege, rotation schedule aur secret manager use karein. Source code, browser-side JavaScript, Git history ya shared documents mein privileged keys kabhi store na karein.

Webhook verification

Har webhook ka signature, timestamp aur replay protection verify karein. Payment status ko request body ke text par trust na karein; gateway API se server-side reconciliation karein.

MFA and access control

Gateway, hosting, repository, cloud aur bank dashboards par MFA enforce karein. Shared logins eliminate karein. Refund, payout, key generation aur beneficiary changes ke liye restricted roles aur maker-checker approval use karein.

Transaction and behaviour alerts

Failed-payment spikes, unusual geographies, rapid retries, repeated small amounts, sudden high-value refunds, payout-account changes aur duplicate references par real-time alerts set karein.

Network and application controls

Admin interfaces public internet se restrict karein where practical. Middleware patch karein, file-upload validation harden karein, rate limits apply karein aur API gateway/WAF logs retain karein.

Payment workflow ke hosting, integration aur access-control gaps ko scope karne ke liye Cloud and Web IT consulting services explore karein; payment security testing ka scope gateway aur technical team ke saath define karein.

Indian merchant audit checklist

  1. Gateway dashboard ke active users aur roles export karein.
  2. Unknown devices, API applications aur webhook URLs review karein.
  3. Unused keys revoke; remaining keys rotate with controlled deployment.
  4. Webhook signature validation code test karein.
  5. Test mode aur production mode credentials separate verify karein.
  6. Refund and payout permissions smallest possible group tak limit karein.
  7. Settlement bank account change par dual approval enable karein.
  8. Hosting, Git, CI/CD aur cloud secrets scan karein.
  9. Gateway, website, CRM aur accounting transactions reconcile karein.
  10. Incident contacts—gateway, bank, hosting, developer, cyber counsel—document karein.

Incident response: suspicious transaction dikhe to kya karein?

First 30 minutes

Affected keys disable ya rotate karein; suspicious admin sessions revoke karein; payouts/refunds temporarily pause karein where safe; logs preserve karein. Evidence delete karke “cleanup” start na karein.

First four hours

Gateway aur bank ko written notification dein; transaction IDs, timestamps, IP/device evidence, webhook logs aur configuration changes collect karein. Hosting and developer teams se scope confirm karayein.

Same day

Credentials, code repository, server, plugins, middleware aur connected apps examine karein. Customer communication legal and factual review ke baad karein. CERT-In reporting obligations aur sector-specific rules applicable hain ya nahi, qualified professional se confirm karein.

After containment

Root-cause analysis, control failure, financial reconciliation aur prevention actions document karein. New credentials issue karke old environment ko automatically trusted na maan lein; external retest karein.

RBI directions se useful baseline

RBI ke existing payment-system directions authentication, confidentiality, integrity, availability, threat protection, incident response aur recognised API-security frameworks ko emphasise karte hain. Har merchant directly payment system operator nahi hota, lekin principles useful governance baseline hain.

Confirmed facts vs professional analysis

Confirmed: CERT-In ne 9 October ko critical payment/disbursement API advisory issue ki; Reuters ne 30 October ko RBI scrutiny aur recent unauthorised-transfer cases report kiye; RBI ka immediate public comment Reuters report mein available nahi tha.

Analysis: Payment security merchant websites ke liye sirf SSL, plugin update ya gateway-brand reputation ka question nahi raha. API inventory, secrets management, webhook verification aur privileged access controls business continuity ka part hain. Yeh practical inference hai—not a claim that every merchant is under a new RBI mandate.

Conclusion

Payment fraud ka strongest defence ek single security product nahi, layered control system hai. Inventory pata ho, keys scoped hon, webhooks verified hon, alerts fast hon aur incident ownership written ho—tab suspicious activity ko quickly contain kiya ja sakta hai.
